Plan, manage and provide services to PETRONAS projects through provision of specialized Project Contract knowledge, processes, tools and personnel to achieve project excellence in line with PPMS (PETRONAS Project Management System) such as development of Overall Contracting Strategy, Tender Plan and Invitation To Bid document; and execution of contract administrationProject Contract Management Technical Governance
Plan, propose and manage the enforcement of Technical Governance through intervention as subject matter expert in Project Contract in key project stage gates such as Project RiskAssessment (PRA), Project Independent Review (PIR), Front End Loading (FEL) Analysis and Contractor Risk Assessment (CORA) to increase the likelihood of project success.Project Contracts Knowledge & Practices Asset DevelopmentPlan, review and manage the development and continuous improvement of the Project Contract knowledge and practices through collaborative effort with project practitioners within PETRONAS and the industry contributing to PETRONAS knowledge banks and to achieve project excellence according to the 3R (Reliable, Repeatable, Replicable) principle in line with PPMS (PETRONAS Project Management System) Asset Development initiatives towards PETRONAS long-term sustainability.Project Contract & Contractor PerformancePlan, review and manage the project contract & contractor performance through effective utilization of best practices into PETRONAS projects and to ensure that contract & contractorperformance data is collected and consolidated comprehensively and accurately for future selections of contractors.
PMD Contract ManagementLead and manage the engagement of third party service provider for PMD such as manpower services, consultancy and vencgmarking services from pre-award phase such as preparation of tender plans and tender evaluation untill post-awards phase such as contract administration and contract close-out
Networking and Relationship Building
Foster   and    sustain     effective     working     relationships       and    rapport     with     the   government authorities, business and management institutions, national and key industry players and service providers to keep abreast with latest best practice in contract management 
Good GovernanceEnforce the implementation of applicable PETRONAS procedures and guidelines and affect the compliance to statutory and legislative requirements to ensure conformance to the established Limits of Authority (LOA) to safeguard PETRONAS interest, image and reputationCodes of Conduct(COCD) and HSE PoliciesCommunicate, interpret and champion the execution of the objectives and provisions of the Health, Safety and Environment (HSE) policies and Codes of Conduct and Discipline (COCD) andundertake appropriate mitigation and/or intervention programmes to safeguard business operations, high staff discipline and industrial harmony.Leadership and Capability Development
Drive the development of competent working team that will enhance and sustain staff capabilities in achieving high performance delivery to ensure internalization of the right leadership and capabilities in executing their jobs.Mindset, Behaviour and Culture

Qualification

1. Degree in any discipline, preferably engineering discipline or degree with contract and/or commercial curriculum.
2. Minimum of 10 years experience in Oil and Gas Industry in the area of project contract management. 
3. Strong experience in project management from engineering, procurement, construction and until commissioning phases.
